 You can disable protocols by deleting their protocol plugins from the
 plugins directory of a Pidgin installation.  For example, if you want to
 hide all but XMPP, remove all the lib*.dll files from the plugins
 directory except for libjabber.dll and libxmpp.dll.

 To accomplish anything more restrictive than that, you would need to
 modify libpurple to prevent loading plugins other than those that are
 approved, and modify the protocol plugin in question to use only the
 server you want.

 We're not particularly interested in providing further administrative
 controls, but in theory plugins could do so.
