Why would you want to do this?
The code there uses the GtkSettings "gtk-enable-tooltips" and
"gtk-tooltip-timeout" on sufficiently new versions of GTK+. If you want
to disable tooltips or change the timeout, why not just set it properly?
Why do you need this patch?
