An easy explaination is that your software firewall was programmed by it's
author to know about and allow Google's program, but was not programmed by
it's author to know about and allow Pidgin. socket error #10060 means the
application was not allowed by the sockets layer to open a socket with which
to connect outbound. Configure your firewall to stop blocking pidgin.
